CHILE: Concertación faces tough contest in congress

The one constitutional reform the Lagos administration was unable to push through congress was one that would have removed the electoral system left behind by Pinochet, which has had a double effect: excluding small parties and ensuring a disproportionate representation of the second-most voted party. In the forthcoming legislative elections this could cost the ruling Concertación alliance dearly.
