URUGUAY: Government faces referendum defeat

Uruguay's government looks set to suffer an embarrassing defeat in Sunday's referendum over reforms to the fuel sector. According to a poll published yesterday, 53% of Uruguayans will vote against a law which scraps the state-owned Administración Nacional de Combustible, Alcohol y Portland's monopoly on oil refining, importing and exporting, and opens the way for foreign participation in the industry.
