Venezuela is 'decertified' but sanctions are waived to spare 'pro-democracy' schemes

A last-minute attempt by the government of President Hugo Chávez to avoid 'decertification' by the US government failed to change a decision that was made some time ago. However the fact that 'decertification' came accompanied by a waiver of sanctions highlighted the eminently political nature of this annual ritual, ostensibly about cooperation with US antidrug efforts.
