Congress approved a hotch-potch of tax changes as part of this year's budget, but nothing that constituted a coherent fiscal reform. On 22 December the lower chamber passed a collection of measures, the most significant being an increase in cigarette duty, to finance the 2004 budget. The chamber did not fiddle with VAT rates and exemptions and made only tinkering changes to income-tax rates.
