BRAZIL: PMDB holds key to congressional succession

As expected, Severino Cavalcanti resigned the presidency of the chamber of deputies on 21 September in order to be able to run again in next year's elections. He left behind a free-for-all battle for his succession, in which the ruling Partido dos Trabalhadores (PT) has already given up trying to field one of its own and in which the balance of power is held by the non-ideological Partido do Movimento Democrático Brasileiro (PMDB), a party split between pro- and anti-government factions.
