VENEZUELA: Chávez offers to share idle land with landholders

In January President Hugo Chávez declared 'war to death' against the large, idle landholdings. On 20 September he said this war was in earnest and urged state governors to identify and take over any big landholdings of dubious ownership or lying idle. Two days later he turned the policy around: the government, he said, would negotiate takeovers with the current holders, allowing them to keep part of the land; only if they don't agree will the law be used against them.
