REGION: Downplaying the 'threat' from China

The US State Department has been trying to tone down some of the more alarmist scenarios presented to congress about China's current designs on Latin America. Its number-two western hemisphere official, Charles Shapiro, told a senate subcommittee last week that China is indeed increasingly engaged economically and politically in Latin America and this engagement should enhance, not impair, US ties to the region.
