REGION: Friends & foes in hemispheric 'hot spots'

Without waiting for the new number-one Latin America hand to take office the new management at the US State Department has come up with a major statement on its policy towards Latin America, in which it clearly defines friends and enemies in the region's 'hot spots'. Charles Shapiro, the former ambassador to Venezuela who is holding the fort until Tom Shannon takes over, diagnosed the region's main political ills and listed what the US sees as the formula for success in this area.
