GUATEMALA: One defence minister down, another to go?

President Oscar Berger has replaced his defence minister after a very public row within his cabinet over a major prison break. His choice of a replacement could well force him to make another change: the new minister has been accused of embezzlement allegedly committed while he was commander of an army unit in the north of the country.
