HAITI: Latortue sets date, CEP contradicts him

Prime Minister Gérard Latortue went out on a limb last week by announcing that elections would definitely be held on 27 December - only to be flatly contradicted on 21 November by the CEP, the electoral council, and the national council of political parties. Both of the latter say that technical and financial difficulties are responsible for the delay.
