Cafta-DR delay predicted. Several Central American sources predicted last week that Cafta-DR may not come into effect in January as had been scheduled. The purported reason is that harmonisation of local legislation with that of the US is far from complete (save in El Salvador) and President George W Bush promised the US congress that start-up would not take place until progress had been verified in this respect. Diplomatic sources in Washington say US Trade Representative Robert Portman, who must certify this, is considering a postponement.
