Regional energy scheme. Leaders of Central America, Mexico and Colombia were scheduled to launch, this week, an ambitious package of energy initiatives which includes a gas pipeline traversing the isthmus and linking up with Mexico at one and Colombia at the other; the installation of oil refineries in Central America; and the inter-connection of the Panamanian and Colombian electricity grids. The whole package will demand investments of about US$7bn; the pipelines an estimated US$1.7bn. Construction is expected to begin in 2013 and to last three years. Panama and Guatemala are vying for the refineries.
