Development: On 3 December the commander in chief of the Nicaraguan army, General Javier Carrión, denied that the country was pandering to the US by agreeing to destroy 334 Soviet-made surface-to-air missiles on 24 November. Nicaragua has now destroyed about 1,000 missiles this year. Carrión said that Nicaragua was merely complying with its commitment to a 'reasonable balance of forces' on the isthmus.
