REGION: US strategy moves towards a holding pattern
Two separate reports on the 'war on drugs', one by the US and the other by the UN, reinforce - behind the optimistic spin - the evidence that the 'balloon effect' has not been overcome in the Andean region. The US response to this is to propose an increase in eradication by fumigation, then move on to a holding pattern in which it is taken for granted that drug crops will never be completely eliminated.
