BOLIVIA: Congress OKs most of assembly blueprint
President Evo Morales has proved his ability to get most of what he wants from a congress which he does not control: on 4 October congress approved the legislation calling elections for a constituent assembly and a simultaneous referendum on departmental autonomy - in both cases retaining most of Morales's proposal.
