COLOMBIA: ELN announces truce as Uribe loses ground

The good news for President Alvaro Uribe in the week in which he formally registered his candidacy for re-election was that the guerrillas of the Ejército de Liberación Nacional (ELN) have announced their first-ever unilateral truce to last until after the congressional elections. But there was bad news as well: his government had to admit that some demobilised paramilitary fighters have been returning to crime, and an important opinion poll showed a continuing decline in voter support for Uribe.
