When the chief of the US Southern Command, General Bantz Craddock, chose to use scare tactics to try to persuade US senators that sanctions against countries refusing to sign bilateral immunity agreements (BIAs) were counterproductive, several legislators and US media reacted by emphasising the scare elements and all but forgetting the sanctions.
