PARAGUAY: Partial retreat by Duarte fails to deter opposition

As this issue begins to circulate, both chambers of Paraguay's congress will be holding a joint session to decide whether to initiate impeachment proceedings against President Nicanor Duarte and five supreme court justices. They were not dissuaded by the offer made by Duarte on 14 March to abandon his plans to get the constitution amended so that he might stand for re-election. Nor were they swayed by the supreme court's argument that its actions had been misinterpreted.
