BRAZIL: Lula cleared as he prepares for re-election bid

President Lula da Silva has not been included among the 200-or-so people a parliamentary commission of inquiry looking into the web of corruption woven by the ruling party says should face criminal proceedings. The painstaking investigation, which took nine months to complete, indicts almost all of Lula's inner circle but says it found no evidence that the president bore any responsibility. This leaves Lula clear, if handicapped, for his re-election bid.
