BOLIVIA: Surprise scheme to create gas-rich department
On the surface at least, the Guaraní people of Bolivia's southern Chaco region have come up with an entirely unexpected item for the constituent assembly's agenda: the creation of a tenth department which happens to embrace some of the country's biggest gas deposits. The new entity would have to be carved out of three of the existing departments (Santa Cruz, Chuquisaca and Tarija) which, needless to say, are less than keen on the idea.
