Development: President Tabaré Vázquez announced on 4 April that he had cancelled a meeting with Argentine President Kirchner over the controversial Botnia paper mill. The Argentine government are annoyed that the suspension in the construction of the mill will last only 10 days instead of the 90 in the original agreement.
