BOLIVIA: Scant interest in constituent assembly contest

For all the fireworks on the hydrocarbons front, President Evo Morales faces a political deficit regarding his most ambitious undertaking: the installation of a constituent assembly which, he hopes, will 'refound' Bolivia, reforming its political and economic systems. Less than two months before the constituent assembly elections, just under half of urban Bolivia has not made up its mind which way it will vote.
