 Significance: The latest impasse came after the ruling Movimiento al Socialismo (MAS) ignored the agreement reached by a committee comprising representatives from both the government and the opposition. The committee recommended a mixed formula for approving constitutional articles, in which some would need a two-thirds vote and some merely a simple majority. The MAS has 128 seats in the 255-seat assembly.

The MAS modified the committee's agreement, arguing once again that a simple majority should be sufficient, but offering the opposition the right to approve some articles with just a third of the assembly's votes. The opposition parties called the MAS's decision a “trick".
