HAITI: Massacre ends Préval's stint of relative peace

The five-month lull Haiti has enjoyed since President René Préval took office is over. Early July witnessed a massacre which many consider politically motivated and shooting incidents in districts which had been considered pacified. This has prompted Préval to fill the vacancy at the helm of the public security portfolio and the UN stabilisation force to draw up a new containment plan.
