HAITI: Distinguishing criminals from the rest

As the government was installing its national commission for disarmament, dismantling and reinsertion (CNDDR), Minustah troops were being redeployed from provincial locations to encircle Cité Soleil and neighbouring slums, in a major drive to choke off the armed gangs which have been holding sway there.
