Raúl Castro gave a speech of 30 minutes to close the 19th congress of the Central Organisation of Cuban Trade Unions (CTC) in Havana's international convention centre on 27 September. While it fell some way short of some of his brother Fidel's perorations for length, Raúl's address differed little in substance. Its tone, however, was softer. In his first major domestic address Raúl focused primarily on one of the issues that preoccupied Fidel most in the months leading up to his illness: corruption in the Communist party system. He said that one of the principal challenges was to make the worker feel like "a collective owner of society's riches" and to act as such. He underlined the difficulties of confronting the "dangerous vices" of "corruption and robbery, and illegalities, and lack of labour discipline" without the assistance of the workers.
