Development: A series of coups by the Peruvian police and military in August and September allowed the government to boast that it was making headway in its campaign against the Sendero Luminoso (SL) guerrillas. This, however, was followed by an escalation of armed action by SL, which is revealing itself to be a bigger fighting force than suspected.
