MEXICO: Oaxaca teachers disobey Gordillo

The senate finally ruled, on 19 October, that there was no power vacuum in the southern state of Oaxaca, so there was no reason for the government to demand the resignation of the governor Ulises Ruiz. This does not mean, necessarily, that Ruiz will see out the remaining four years of his mandate, but the senate's decision, plus a recalculation by Elba Esther Gordillo, the ambitious leader of the teachers' union, of what is to her political advantage, has put more pressure on the radicals in the Asamblea Popular de los Pueblos de Oaxaca (APPO), which is leading the protests against Ruiz.
