HAITI: Kidnapping scourge plagues Préval

The kidnapping of 30 schoolchildren in a series of incidents in the suburbs of Port-au-Prince last week sent an emphatic warning to the government of President René Préval that the armed gangs mean business. Efforts to negotiate with the gangs and contain the deteriorating security situation in the capital are not working and both Préval and his prime minister, Jacques Edouard Alexis, are starting to feel the heat from the political opposition and disgruntled members of the ruling coalition.
