The power clash between President Evo Morales and the autonomists in the east of the country reached a new level on 15 December when the Media Luna departments of Santa Cruz, Beni, Pando and Tarija staged sizeable rallies. Both sides are probing for weaknesses. The prefects demanded that the government recognise the autonomy of their four departments but stopped well short of threatening the independence for which the more radical fringe is calling.
