MEXICO: Government sends 2,620 troops to Tijuana

The interior minister, Francisco Ramí­rez Acuña, launched a second antidrugs offensive, Operación Tijuana, on 2 January. A day later, President Felipe Calderón Hinojosa took the unusual step of donning military fatigues on a surprise visit to troops involved in the first offensive, launched on 8 December, in Michoacán. Mexican presidents rarely wear military uniforms, even though they are commanders-in-chief. Calderón deliberately flouted this convention to underline the difference between his government and what has gone before.
