COLOMBIA: Liberals back referendum on prisoner swap

César Gaviria will remain leader of the opposition Partido Liberal (PL) after attracting the support of a resounding 80% of delegates during a party conference at the weekend. The vote attracted less attention, however, than the approval of a proposal to hold a national referendum on a humanitarian exchange with the Farc at the same time as regional elections on 28 October. On the face of it this looks like a direct challenge to the government of President Alvaro Uribe, whose refusal to compromise his democratic security policy (DSP) by awarding the Farc a demilitarised zone ("despeje") means he is, in practice, more wedded to the idea of a military rescue.
