Costa Rica files against Nicargua at ICJ

Development: On 18 November, the Costa Rican government presented a lawsuit against Nicaragua at the International Court of Justice (ICJ) for violating its national sovereignty and for causing environmental damages while carrying out the dredging of the San Juan River.
 
Significance: With this move, the Costa Rican government has moved ahead of Nicaragua, which had previuosly  said that it would present a “boundary conflict" to the ICJ. Costa Rica's action came after Nicaragua confirmed (also on 18 November) that it would not attend a bilateral meeting between representatives of the two countries called by the Organization of American States (OAS) for 27 November.    
 
The fact that both countries have decided to resort to the ICJ further confirms the OAS's failure in resolving the conflict. Nicaragua rejected  the 13 November OAS resolution  scheduling the bilateral meeting and refuses to attend because it disagrees with the expressed condition that it must first remove its troops from the area of conflict for the meeting to take place.
