Uruguay's new paper mill?

Development: On 7 January, Uruguay's foreign minister, Luis Almagro, announced that he would meet his Argentine counterpart, Héctor Timerman in Buenos Aires on 8 January to inform him of Uruguay's plans to open a new paper mill in Colonia, Uruguay at the mouth of the River Plate shared by both countries.

Significance: Argentina and Uruguay only recently managed to reach a technical-scientific monitoring agreement over the bitter seven year dispute over the construction of the UPM (formerly Botnia) paper mill on the banks of Uruguay River, a tributary of the River Plate on environmental grounds.
