People Profile - Julio César Avilés Castillo, Nicaragua

Who is he? Avilés has been commander-in-chief of Nicaragua's national army since February 2010, when he replaced General Omar Halleslevens, a former comandante of the ruling Frente Sandinista de Liberación Nacional (FSLN).

Why watch him? Since taking office in 2007 President Daniel Ortega has sought via decree and legislation to extend his influence over the military and the police. While he has been largely successful with regard to the police force, where he can appoint and dismiss top officials without opposition, the military has for the most part maintained its neutrality.
