Who is he? Sanabria is a retired police general, former head of Bolivia's counter-narcotics force, Fuerza Especial de Lucha Contra el Narcotráfico (Felcn) (2007-2008) and top security advisor to the government of President Evo Morales. Until recently, he was the director of a counter-narcotics intelligence unit at the Bolivian interior ministry's intelligence centre (Cigein).
