Development: This weekend (16-19 April), the ruling Partido Comunista de Cuba (PCC) heads into its sixth party congress, the first since 1997. Its main agenda is the “updating" (or modernisation) of the Cuban socialist economic model in order to reduce the role of the state and to actively promote and facilitate private economic activity on the island, for the first time in five decades.
