COSTA RICA | Cafta-DR referendum. Tension is increasing ahead of the Cafta-DR referendum on 7 October. The opposition Partido Acción Ciudadana (PAC) appealed to the supreme electoral tribunal (TSE) on 18 September to block the intelligence and security agency (DIS) from "looking after the electoral material from the moment of manufacture to the count". It argued that this compromised transparency as the DIS answers directly to the minister of the presidency, Rodrigo Arias, the brother of President Oscar Arias.
