MEXICO | Electoral reform. Tamaulipas became the eighth state to approve the electoral reform. The country has 31 states, so the reform will be approved if six more states support it. The reform is opposed by Elba Esther Gordillo, the influential leader of the teachers' union, and broadcasters who will lose a lot of election broadcasting. In election years, campaign advertisements account for about 8% of the income of Televisa, the county's main broadcaster.
