It was hailed as a historic step forward in regional efforts to combat organized crime and drugs trafficking, the underlying causes of the current security crisis afflicting Central America (stemming from the spread of drug gangs from Mexico and Colombia). Yet the Central American Integration System (SICA) security summit held in Guatemala in June raised more questions than it answered. While it produced over US$1bn in international pledges (see sidebar) there was little clarity as to how the SICA strategy, which is based on prevention, combating crime, rehabilitation & reintegration and institutional strengthening, is to be implemented.
