Southern Cone governments have voiced concerns over what they see as the threat of foreign takeover of the region’s main strategic asset – land. Productive agricultural land is increasingly falling in the hands of foreign citizens. Argentina and Brazil have opted for legislation that limits the amount of land foreigners can own, the Uruguayan government led by President José Mujica, on the other hand, has legislation in the pipeline that would tax foreign land ownership [RBS-11-06]. However, a recent report by the army’s high command for defence (Esmade) warns that the amount of land in foreign hands is more than a quarter of the national territory, increasing the pressure on the government to adopt measures similar to those taken by its regional neighbours.
