Another Cuban dissident organisation, the Proyecto Demócrata Cubano (PDC) has lashed out against the Bush administration's policies towards their country. It describes these as `punitive, disrespectful and interventionist.' The outburst was not actually addressed to the US, but to the recent congress of the Organización Demócrata Cristiana de América (ODCA), the regional organisation of Christian Democrat parties — as part of a harsh critique of the European Union's stance.
The EU, says Proyecto coordinator-general Rafael León, `should be expected to act as a balancing force in the confrontation between Cuba and the US.' But, it goes one, `it decided instead to support the US policies, betting on the isolation of the Cuban régime, which also means isolating Cuba and, indirectly, justifying the strategy of blockading the island and the interventionist and aggressive US policies.' The PDC, which is usually described as `moderate', asked the ODCA to endorse the `Charter of Fundamental Rights and Duties of the Cubans' which it has been promoting together with other Cuban opposition groups as `an instrument for the establishment of the rule of law in Cuba.'
