President Evo Morales challenged opposition prefects (governors) to
participate with him in a recall referendum to determine whether Bolivians still
support his government's "process of change", or if they would prefer
to revoke his mandate or replace the prefects. Morales announced the proposal on
5 December in the wake of the decision by prefects from Santa Cruz, Tarija, Beni
and Cochabamba to travel to the US to denounce before the Organization of
American States (OAS) the snap approval of the draft constitution by delegates
representing the ruling Movimiento al Socialismo (MAS) in the constituent
assembly. Morales said he would send a bill to congress to approve the
