Freedom of movement. Full freedom of movement of Organization of Eastern Caribbean States (OECS) citizens throughout the six independent OECS countries (Antigua & Barbuda, Dominica, Grenada, St Kitts & Nevis, St Lucia and St Vincent and the Grenadines) took effect on 1 August. The move, which allows OECS citizens to enter the six territories and remain for an indefinite period in order to work, establish businesses, provide services or reside, comes just over a year after the six member states signed an agreement creating an Economic Union which entered into force on 21 January 2011. The move once again underlines the lack of progress made by the 15-member Caribbean Community (Caricom) which, 38 years since its establishment, has yet to introduce a similar measure – one of its professed objectives.
