CUBA: No virtuous circle yet

President Raul Castro is showing signs of impatience with the slow pace of his ‘adaption’ process and that impatience has latterly translated into increased repression against political dissidents. Much of the problem resides in Castro’s apparently limited ambitions for this process of ‘evolution’, and the military-backed government’s overwhelming fear of losing control.  For every two steps forward it's one step back, which prevents momentum.
