HAITI: Martelly gets a cabinet

In just three weeks from now President Michel Martelly will have been in power for six months. It is customary for cabinet ministers to be sworn in, and to get down to business, within days of a new government taking power. Martelly took office on 7 May; his cabinet was sworn in on 18 October. The hiatus owes to a prolonged trial of strength between Martelly and national deputies and senators, but once they approved his third pick for prime minister, Garry Conille, they wasted very little time in backing his government programme and ministerial appointments. Conille was canny enough to throw enough ministerial sops to the dominant parliamentary party Inité to suppress concerns about the preponderance of politicians with links to former dictator Jean Claude “Baby Doc” Duvalier in the cabinet.
