VENEZUELA | Bold budget. The planning and finance minister, Jorge Giordani, has announced a further surge in public spending ahead of presidential elections in October next year. Giordani presented to the national assembly a budget for 2012 of B297.8bn (US$69.3bn), a massive 46% increase on this year’s budget. The details will emerge when deputies begin debating the budget on 27 October.
