BRAZIL: Royalties’ row rumbles on, as Petrobras struggles

The government led by President Dilma Rousseff has made fresh concessions in its efforts to arrive at an agreement on a contentious new regulatory framework for the distribution of oil royalties between the federal government and producing and non-producing states.
