Mexican economists and policymakers are rather miffed that the country still does not qualify as one of the Brics (Brazil, Russia, India, China and South Africa). The Instituto Mexicano de la Competitividad (Imco) considered this question in a paper “Beyond the Brics” and came up with two reasons. The first is that Mexicans themselves do not have the optimism and can-do attitude of a typical Bric citizen. The second equally fundamental difference is in political outlook: in the Brics there is a consensus among politicians about the broad thrust of economic policy.
