TRACKING TRENDS

ECUADOR | Compulsory redundancy. The government has laid off 2,700 civil servants, with compensation packages, in the health, interior, housing, transport and agriculture ministries, as well as state institutions such as prison rehabilitation. The minister for labour relations, Richard Espinoza, said the government was undertaking a major restructuring of the State: there are 470,000 public sector workers in Ecuador, which has a population of just 14.3m. He said a further 2,000 civil servants would reach retirement age by the end of the year and their positions would not be replaced. He said the streamlining of the State aimed to “optimise human talent”, cutting back on needless bureaucracy and improving efficiency. He made no mention of redeploying those losing their jobs. Trade unions are promising marches to the Carondelet presidential palace in the coming weeks.
